This quote comes from a speech that Franklin gave to the Constitutional Convention on June 28, 1787. It was used in the context of Franklin affirming his belief that the new American Republic would not succeed without the help of God: "And if a sparrow cannot fall to the ground without his Notice, is it probable that an Empire can rise without his Aid?" Surely, Franklin was not a Christian, as he doubted the divinity of Christ, but this quote reveals that he wasn't a deist either.
